TSA Drops Restrictions—11 Full-Size Liquids You Can Now Bring Through Security

Air travelers have suffered through the notorious 3-1-1 liquids rule for almost two decades, pouring everything from shampoo to pills into tiny containers or facing confiscation at security checkpoints. But then, in 2025, the TSA rocked the boat: 11 full-size liquid products are now acceptable through security at a few US airports. 

It’s not an adjustment of process; it’s the message that security, technology, and travel experience are finally converging. As we deconstruct the details, consider what occurs when a fear-driven, need-driven regulation finally gives way to common sense and creativity.

 The 3-1-1 Rule

The 3-1-1 rule, imposed in 2006, was the result of the liquid explosive threat. It limited carry-on liquids to 3.4 ounces per, all contained in a single quart-sized bag. Reasonable in the aftermath of genuine terror plots, the step soon came to represent hassle and, to most, ridicule. 

The world changed, but airport security remained neutral until today. The new exemptions are a rare admission that technology can transcend old fears, and blanket bans are not always the answer.

The Technology Behind The Shift

The catalyst for the change is not loosening security, but an advancement in screening technology. New CT scanners, which are now made available to TSA agents, provide three-dimensional views of bag contents, allowing for accurate threat detection without the necessary restriction by arbitrary size. 

Such machines, already installed at most major airports, make the previous “one-size-fits-all” policy obsolete. It’s a rare case where security and convenience both win, and a model for future policy innovation.

The 11 Full-Size Liquids—What’s Allowed?

The new TSA exemptions are more reasonable and generous than anticipated. 

You can now transport the following items in their full capacity: prescription drugs (liquid, gel, aerosol), over-the-counter medications, contact lens drops, breast milk, infant formula, baby food and drinks, liquid-filled pacifiers, medical cold packs, fresh eggs, live fish or coral in water, biological specimens, non-spill wet batteries, and duty-free liquids in tamper-evident packaging. 

Each exception is based on an authentic need, not an arbitrary political appeasement, and is another step forward in evidence-based policy.

It has been years of humiliating tasks for patients and parents to find baby formula, breast milk, and required medicines with the degrading searches they’ve endured. This new policy recognizes that these items aren’t security issues, they’re life needs.

By allowing full-sized containers of these products and now recognizing them, they’re improving travel safety and allowing a good return to travel. It is a rare case where the policies overcame humanity and common sense, setting a path for other policy changes.

Economic and Environmental Ripple Effects

The old sentence-level liquid restrictions created a profitable market for travel-size products, which were convenient, yes, but wasteful and expensive, too. Under the new allowances, passengers can transport full-size products, wiping out plastic waste and excess cost.

Airlines, airports, and retailers will have to change for the greater good: less waste, less single-use plastic, and a more sustainable air transport system. It doesn’t get mentioned as often as the first-order effect of being able to waste less of our planet’s resources, but it’s still a great argument.

Is Security Being Compromised In The Process?

Critics say easing liquid restrictions opens the door to new threats. However, the record shows otherwise: The UK has already lightened restrictions.

I did not see a flood of security violations. The real danger is the resistance to altering procedures in the face of technological advances.

Security is not merely about black-and-white rules but about keeping up with a dynamic world. The TSA is not being irrational; it is methodical, which we also need to work from and which others can easily follow.

History has shown that security theater will continue much longer than the threat itself. The shoe removal rule, for instance, continues despite minimal proof that the threat remains. 

The new exceptions for liquids depart from this, demonstrating how policy can change when guided by science and technology. It’s a lesson in humility and betterment: hastily implemented regulations in times of fear can, and should, be reconsidered as circumstances change.

This new TSA approval of 11 full-size liquids facilitates travel and shows how traditional security policy can change through evidence, empathy, and innovation. This change proves that it is possible to adapt within bureaucracy and that we can modify the most stubborn policies. They will shorten the list of exempted items, and the other countries will not be far behind.

The reform indicates that even the most ingrained regulations can be changed and promotes bureaucracy. As these reforms trickle outward, we can anticipate a new age of security that is both strict and sensible and in which the traveler is finally treated as an individual, not a problem.
